October 1, 2024 Preliminary Budget Hearing & Town Board Meeting – Accepted Minutes
A Public Hearing on the 2025 Town of Conesus Preliminary Budget was held, followed by a regular meeting of the Town Board of the Town of Conesus, County of Livingston and the State of New York was held at the Town Hall, 6210 South Livonia Road, Conesus, New York on the 1st day of October 2024 at 7:00 PM.

Supervisor Wester called the meeting to order and invited all to join in a moment of silence. Deputy Supervisor Sparks led everyone in the Pledge of Allegiance.
At approximately 7:03 PM, the Public Hearing on Town of Conesus 2025 Budget was opened.
Comments were heard from 3 residents.
PUBLIC HEARING PRELIMINARY BUDGET
Supervisor Wester opened the Public Hearing on the Preliminary Budget at 7:03 PM
Three residents came forward with questions. Budget areas in question included: celebrations, IT support, health insurance/medical benefits, revenue on refuse and garbage charges, what is the forecasted number of dump permits that will be sold, interest, park upgrade costs, and town hall building contractual expenses.
Supervisor Wester closed the Public Hearing on the Preliminary Budget at 7:35 PM

DISCUSSION ASSESSOR REPORT
No Assessor’s Report submitted.
DISCUSSION CODE ENFORCEMENT REPORT
Code Enforcement Officer Maxwell reported on the following:
- Code Enforcement Officer Rick McGrain submitted a report stating: upon second inspection on September 25th, 2024, ALL cabins have been removed from the property at 6709 Dugway Rd. Mr. Ribble is now in compliance and the complaint has been closed with satisfactory results.
- Supervisor Wester stated that the town really needs to take care of the ongoing situation on Route 15. Code Enforcement Officers McGrain and Maxwell will work with Attorney Terence Robinson to move forward with this matter.
DISCUSSION HIGHWAY SUPERINTENDENT REPORT
Highway Superintendent Marusiak reported on the following:
- The guys just finished blacktop today. They are wrapping up some projects before winter.
- Truck #14 has had its second transmission put in.
- Livingston County Sheriff’s Dept. contacted Dan and stated that they have caught the individual who was stealing road name signs from Camel Rd., Hoes Hill Rd. and Marshall Rd.
- Salt and sand have been hauled in in preparation for winter.
DISCUSSION PARK UPDATE
Councilman Butterbrodt reported on the following:
- Audrey deWit will have a work day for her Eagle Scout Project on October 12.
- The mega basketball hoop that Councilman Butterbrodt recommends is $2,099.00 – not including the cement.
Supervisor Wester added:
- Items like the basketball hoop are not coming out of taxpayer money – but rather out of funds left by Bill and Betty Greene that can only be used for park improvements.
- MRB is very close to having the bid packet completed for park repairs which include the sidewalk, gazebo roof and cabin roof.
DISCUSSION UPDATES ON KEY ISSUES:
Conesus Lake Association Representative
Councilman Fama reported on the following:
The Watershed Education Program for October is about magnetism and it’s effect on the earth’s water and its movement, etc. This will be held at the Watershed Education Center on October 17. For info and registration go to conesuslake.org.
Conesuslakewatershedplan.org is the website devoted to updating the Conesus Lake Watershed Management Plan. The plan is 20 years old and in need up updating.
DISCUSSION UPDATES ON KEY ISSUES (continued):
Town of Conesus and Livingston County Planning Board Representative/ Livingston County Board of Supervisor/GLOW/Liv. County Water & Sewer (LCW&S)
Supervisor Wester reported on the following:
- Continuously reviewing solar projects because the situation is rapidly changing with those. Morris and Caledonia both have big solar projects going in on prime farm land. Supervisor Wester has asked what happens to the panels after their 20 year lifespan is up, but has not received answers.
- Livingston County is losing their director for the GLOW program.
Town of Conesus Zoning Board of Appeals Representative
Councilman McCarty reported on the following:
- Zoning Board of Appeals held a special meeting on Sept. 12. Residents were asking for a variance to replace a single wide mobile home with a new single wide mobile home. Zoning does not allow single wide mobile homes to be installed in Conesus without special variance. The new home is being funded with grant money as well as a new septic system installation.
NEW BUSINESS/RESOLUTIONS
DISCUSSION WASTE REMOVAL/RECYCLING CONTRACT
Livingston County included in their recent contract with Waste Management that towns within the county may piggyback off of their contract. Supervisor Wester will follow up with with Livingston County for more information and specifics on this.
RESOLUTION #116 TO CREATE A NEW HIGHWAY POSITION: HMEO
On motion of Councilman McCarty, seconded by Councilman Butterbrodt, the following resolution was

RESOLVE that the Town Board has approved the creation of a new full-time Highway Department position titled HMEO: Heavy Machine Equipment Operator.

RESOLUTION #117 TO UPDATE SECURITY CAMERA SERVER AT TOWN HALL
On motion of Councilman Butterbrodt, seconded by Councilman McCarty, the following resolution was

RESOLVE that the Town Board approved the purchase and installation of an updated NVR for the security camera system at the Town Hall.

RESOLUTION #118 TO CALL FOR BIDS FOR REPAIRS OF BUILDINGS AND SIDEWALK AT RICKY GREENE PARK
On motion of Councilman Butterbrodt, seconded by Councilman Fama, the following resolution was

RESOLVE that the Town Board agreed to proceed with MRB to draft a bid package for roofing and repairs at Ricky Greene Memorial Park.

DISCUSSION: BIDS FOR HIGHWAY FACILITY REPAIRS
Three bids came in for Highway Facility Repairs.
Moments before this meeting the SEQR was complete, but needs to be reviewed before a bid can be awarded.
RESOLUTION #119 TO HOLD SPECIAL MEETING TO AWARD BID
On a motion by Councilman Butterbrodt, seconded by Deputy Supervisor Sparks, the following resolution was

RESOLVE that the Town Board agreed to hold a Special Meeting to award the bid for Highway Facility Repairs.
RESOLVE that the meeting has been scheduled for Tuesday, October 15, 2024 at 6:30 PM.
