November 7, 2024 – Town Board Meeting – Accepted Minutes

A regular meeting of the Town Board of the Town of Conesus, County of Livingston and the State of New York was held at the Town Hall, 6210 South Livonia Road, Conesus, New York on the 7th day of November, 2024 at 7:00 PM.

OTHERS PRESENT: Ron Maxwell, Code Enforcement Officer, Town Attorney, Donald Young,  Livingston County Administrator, Ian Coyle, Livingston County Deputy Administrator David Pribulka, and approximately 2 other guests.

Supervisor Wester opened with a moment of silence and led everyone in the Pledge of Allegiance.

PRIVILEGE OF THE FLOOR: 

Livingston County Administrator and Livingston County Deputy Administrator joined us to update us on a few current topics in the county.   They updated us on the following:

Broadband initiative that will help at least 1,000 unserved and underserved households to receive high speed Internet service.  At the end of this initiative, every home in the county will be served.

County taxes are slated to go up as assessments have gone up.

Emergency Medical Services is the single most grown area in the County Budget.  The expanded service profile in the last three years has grown to about 6,000 calls per year. They bill back as much as they can, so the county residents do not carry the full cost of the program, but more like one-third.

PRIVILEGE OF THE FLOOR (CONTINUED) 

Social Services is also a rapidly expanding area.  Medicaid is the biggest area of cost in this department. New York State has the most expansive and expensive Medicaid program in the country.

The county has a land bank corporation whose job is to take over vacant and abandoned properties.  They have not yet been to Conesus, but they are in the process of securing a $2 million dollar grant and would be interested in finding a home here.  The land bank uses the grant money to acquire the homes and fix them up and sell them.

A new fire training facility was built at the Hampton’s Corners Facility using ARPA funds.

The county IDA now owns the Groveland Correctional Facility.   It is not on the tax rolls.  It is empty and not providing any jobs.  The goal is to bring the facility back to an income producing entity that can provide jobs.  There are a few corporations interested in possibly coming in.

David is taking over for Ian at the end of the calendar year.  He is from Pennsylvania.  He lives in Livonia.  They have a built-in succession plan.

DISCUSSION ASSESSOR REPORT

Assessor Rados submitted a report which was read by Supervisor Wester:

Mike and Tina Rados recently returned from vacation.  The next few months will be spent working on inspection and valuation of new construction as well as exemption renewal preparations.  We had one small claim case filed this year.  Assessor Rados has reached out to the attorney, and we have reached a settlement agreement.  Once the final settlement agreement documents arrive, they will be forwarded to the appropriate parties.  All sales, splits and mergers are up to date.

 

 

 

 

 

DISCUSSION CODE ENFORCEMENT REPORT

Code Enforcement Officer Maxwell reported on the following:

  • A lot of projects are still going on down on the lake.  It will continue until it’s too cold for concrete work.
  • Code Enforcement Officer Rick McGrain is working directly with Attorney Terence Robinson on the Wright property at 5353 S. Livonia Rd.  The NYSDEC has also attempted to contact this owner and has not had success.
  • The single-wide mobile home that received a grant is set in place and work continues finishing up the project.

 

DISCUSSION HIGHWAY SUPERINTENDENT REPORT

Highway Superintendent Marusiak reported on the following:

  • They are readying all the trucks for ice and snow.
  • One of the trucks was at Penn Diesel for a new transmission and got backed into while it was sitting at the repair shop lot.  Our insurance company advised to get it taken care of now.  They will issue us a check and then go after the other insurance company.
  • The new truck has been in at Tenco and awaiting to be put together and ready for use.

 

 

DISCUSSION HIGHWAY BARN PROJECT

  • The bid was awarded to Thompson Builds, Inc. of Churchville, NY.

 

 

 

 

 

DISCUSSION PARK UPDATE

Councilman Butterbrodt was absent, but the following was discussed:

  • Audrey deWit has completed the painting of the gazebo and fence at the park for her Eagle Scout Project. She will finish the border around the playground area in the spring.
  • Bids were opened on November 4 for the Ricky Greene Park Repairs which includes a sidewalk and new roof on the gazebo and cabin.
  • The estate of Bill and Betty Greene has been settled. The Town of Conesus has received $136,000 that can only be used for Ricky Greene Park.   A specific park account has been created in NYCLASS for this money where it can earn interest.   As a Town Board, we will examine very carefully how this money can best be used for the park and to make park improvements.

 

DISCUSSION UPDATES ON KEY ISSUES:

Conesus Lake Association Representative

Councilman Fama reported on the following:

The Watershed Education Program for November 13:  Environmental Careers.  This will be held at 6:00 PM at the Watershed Education Center at Vitale Park.

 

Town of Conesus and Livingston County Planning Board Representative/ Livingston County Board of Supervisor/GLOW/Liv. County Water & Sewer (LCW&S)

Supervisor Wester updated us on the following:

They are in the process of hiring a new administrator for the GLOW and that will hopefully be finalized soon.

 

Town of Conesus Zoning Board of Appeals Representative

  • ZBA has nothing to report as the meeting was cancelled.

 

 

NEW BUSINESS/RESOLUTIONS

The county has awarded their bid for waste removal to Waste Management and they worded it in a way that allows for piggybacking off of the county contract.   Conesus currently has a contract with Waste Management that is up in November.

 

RESOLUTION #128 TO ACCEPT THE JUSTICE AUDITS

On motion of Deputy Supervisor Sparks, seconded by Councilman McCarty, the following resolution was

RESOLVE that the Town Board has reviewed and accepts the Justice Audits for Years 2022 and 2023 performed by Kaufman Utz Accounting.

RESOLUTION #129 TO MAKE APPOINTMENT TO LIVINGSTON COUNT YOUTH BOARD

On motion of Councilman Fama, seconded by Deputy Supervisor Sparks, the following resolution was

RESOLVE that the Town Board appoints Cristyn Reynolds to represent Conesus on the Livingston County Youth Board effective November 7, 2024.

On motion of Councilman McCarty, seconded by Deputy Supervisor Sparks, the following resolution was

RESOLVE that the Town Board has approved the contract with Livingston County for Snow and Ice Removal through October 14, 2027.

RESOLUTION #131 TO HOLD SPECIAL TOWN BOARD MEETING

On motion of Councilman Fama and seconded by Councilman McCarty, the following resolution was

RESOLVE that the Town Board has set a date of November 26, 2024 at 6:00 PM to hold a Special Town Board Meeting for the purpose of awarding bid(s) for Ricky Greene Park Repairs and discussion of the mini-bid with Waste Management.   The meeting will be held at the Conesus Town Hall, 6210 S. Livonia Rd.; Conesus, NY 14435

On a motion of Councilman McCarty and seconded by Councilman Fama, the following resolution was

RESOLVE to pay the vouchers in the following amounts:

General Fund: Vouchers #320 – #355 totaling $30, 324.71

Highway Fund: Vouchers #153 – #170 totaling $54,774.27
