July 18, 2023 – Town Board Meeting Minutes Approved
A regular meeting of the Town Board of the Town of Conesus, County of Livingston and the State of New York was held at the Town Hall, 6210 South Livonia Road, Conesus, New York on the 18th day of July 2023.

ANNOUNCEMENTS AND COMMUNICATIONS

DISCUSSION – OPENING OF BID – TOWN HALL IMPROVEMENTS
Supervisor Wester announced one bid from Adam Rogers, ACR Construction Inc., Rick Trip, Project Manager, 6339 Railroad Avenue, Conesus was opened. No other bids were submitted. A visitor asked if the Board would be checking for judgments against ACR Construction. Other questions from Board Members included types of materials to be used, make, model, lighting specs, start and completion dates. These types of answers were provided in the specs and our Attorney will review to make sure all specs all are followed.
The Board appeared to support the award received July 18, 2023 at 9:30 A.M. pending approval of the Town of Conesus Attorney in the amount of $48,000.00.

Highway Superintendent – Dan Marusiak:
- Finished up Clarks Road
- An update on Turkey Hill Road was given
- A culvert was formed and poured by hand on Dacola Shores
- Councilman Corrigan and the full Board shard their appreciation of the Highway Guys and Bob’s mowing.
Code Enforcement Report – Supervisor Wester reported Ron Maxwell is working on new homes being built.
Assessor Report – Supervisor Wester reported Mike Rados is on vacation
UPDATES ON KEY ISSUES:
Conesus Lake: Councilman Fama

Conesus and Livingston County Planning Board: Reports: Supervisor Wester
- Verizon is installing a new cell tower in Livonia and it’s expected it will improve service in the Town of Conesus.
ZBA Reports: Councilman Corrigan
- Two variances have been requested.
- The has been discussion on were measurements begin for setbacks. Is it the center of the road or the shoulder of the road.
Livingston County/Town Report: Supervisor Wester
- GLOW is offering “Free Electronics Collection” in Mt. Morris.
- GLOW is offering a Household Hazardous Waste collection
- The Livingston County Dog Report was reviewed and it was determined that a dog is available for adoption.
- Channel 13 reported on Conesus Lake with miss information. Some of the beach areas of the lake were closed, not the entire lake beaches. The Chairman of the Water Shed Council has been determined to be the spokesperson to the media for future events/notifications. The Department of Health will let us know when all beaches are re-opened.
Town Facilities Maintenance Report:
- Greene Memorial at Ricky Greene Park may need additional engineering. It’s believed the water leak has been fixed and toilets have been replaced. We are waiting for improvements cost on the cabin/gazebo as $20,000.00 is waiting to be claimed from the County.
- A proposal to replace the main copier and the highway copier was reviewed as provided by Toshiba. Deputy Clerk Patti Carlson contacted Xerox and they will not service our main copier. It was questioned if our contact with Xerox has expired as it was entered into two and one half to three years ago. The County is contracted with Toshiba. The number of pages allowed in the proposal was not clear and Supervisor Wester will provide additional information at the next meeting.

DISUSSION VISITOR’S COMMENTS
Resident Keith Tucker addressed the Board with his concerns of his recently subdivided property “Silo Farm” and acceptance of an offer to purchase all but three acres. It’s understood the property will be used to grow cannabis. Many concerns were shared including but not limited to the assumed use of high concentration of fertilizer, the property is in the Conesus Lake Water Shed, and rat control. He requested the Board consider a ban on growing cannabis. After a lengthy discussion it was noted New York State is the authority to issue licenses to grow. There are currently 4/5 areas approved within Livingston County as well as Ontario County.
Resident Charlie Dickerson addressed the Board requesting no contingencies dollars be included in the contract for siding the building. He questioned if Middle Road is still on the list for clean-up., water meters are the only way to confirm if water leaks are occurring, he shared his church’s decision to purchase a copier outright to save money.
Resident Paula Lunn asked if the roof on the cabin was repaired. She will be getting a price for Board consideration to install a foundation to the playground.
Resident Tucker requested a pickleball court if dollars are available.
